Noizend Makes Submission to NSW Parliamentary Inquiry into Data Centres

February 26, 2026

Noizend has lodged a submission, "Technology-Enabled Noise Mitigation for Data Centres" (Submission No. 7), to the NSW Legislative Council's inquiry into data centres, run by the Public Accountability and Works Committee. The inquiry, chaired by the Hon. Abigail Boyd MLC, was established on 29 January 2026 to examine whether NSW's planning, electricity, water, and community-impact frameworks are equipped for the scale and pace of data centre development in the state. Submissions closed on 27 March 2026; the committee held public hearings between May and July 2026 and its final report is due by 30 September 2026.

Noizend's submission argues that low-frequency and tonal noise from cooling systems, power electronics, rooftop condensers, and high-volume air movement is the part of a data centre's acoustic footprint that travels furthest, penetrates building envelopes most readily, and is often most perceptible to nearby residents at night. This is the same class of problem Noizend's technology is built to address at BESS sites and other industrial plant.

The submission recommends that NSW update its State Significant Development (SSD) assessment guidance and the EPA's Noise Policy for Industry (2017) to formally recognise adaptive, technology-enabled mitigation (systems that use real-time sensing, predictive modelling, and dynamic operational control) as a valid compliance pathway, alongside the static acoustic modelling the current framework relies on.

The full submission is publicly available on the NSW Parliament website under Submission No. 7.
